Tural Afandiev was born in 1981 in Baku. In 1996 after  leaving the Baku city school number 41 (now Ilyas Afandiev Elite Gymnasium.) he entered the Financial and Economic College. In 1998 he graduated the college with honors and continued his education at the Faculty of Art at Azerbaijan State University of Culture and Arts. In 2002 he successfully graduated  the University.The second education he received at the Department of “Finance and Credit “of the Azerbaijan State Economic University.

During the study, in 1998, he worked in “Azer-Turk Bank,” and since 1999 he has been a leading economist in the treasury of the central authorities of the Ministry of Finance of the Republic of Azerbaijan. From 2001 to 2003 he worked as an authorized representative of the Ministry of Finance of the Republic of Azerbaijan and in 2003 was a director of the department in the State Insurance Company. From December 2003 to 2009 he worked in the Ministry of Environment and Natural Resources of the Republic of Azerbaijan as the Deputy Director of Finance and Accounting, as well as the Deputy Director of the Department of Environmental Protection. In connection with work he has been in different countries, including Turkey, Italy, Hungary, Russia, Germany, Austria, Spain, Britain, Bulgaria, Czech Republic, where he participated in various exhibitions, conferences and public receptions. In 2003 he represented the Republic of Azerbaijan to the International Insurance Exhibition in London.

In 2005 he continued his education in the Masters of the Azerbaijan State Economic University and, in this way he started his scientific career. In 2007 he enrolled in Ph.D. courses, where he worked on innovative research in the field of display marketing. In 2010 he defended his thesis on “Marketing of screen art” and received the Ph.D. degree in the art history.
He is married and has three children.
